To my knowledge, no one has uncovered this secret and found their way to this place. Although completely unnecessary to completing the game, I have decided to give a hint (and thus massive spoilage follows)...

One of the drakes might be convinced to allow your party to ride upon his back. This is the only way to reach The Alchemist. If you can find him, and put two and two together,... you just might be able to 'await' your opportunity.
